I got this question from a customer.
Actualy, I am not a BASIS guy so I didn't know how to do but thanks to one of SAP colleague, I could find it!
He posted a blog about how to use SNOTE http://scn.sap.com/docs/DOC-43295
I just want to add my 2 cents for BPC notes only.
1. Transaction code : SNOTE
(SNOTE usually used for applying new NOTE but you can use it for searching note)
2. Navigate to menu Goto -> SAP Note Browser
3. Type 'EPM-BPC-NW*' in the Application Component
4. Select Implementation Status as 'Completely implemented'
5. Execute
Then you will see which NOTES were implemented by whom
